Integrated English Literacy and Civics Education (IELCE) Plan

The California Department of Education, Adult Education Office, requires all California WIOA, Title II: AEFLA Section 243 funded AEFLA grantees to submit an Integrated English Literacy and Civics Education (IELCE) plan in electronic form. The plan includes:

1. Assurances

2. IET Components

  • Adult Education and Literacy (ESL)
  • Workforce Preparation Activities – Section 243 designated EL Civics Objectives that were offered in Program Year 2019-20
  • Workforce Training – Industry, state, or nationally recognized postsecondary credentials that were offered in Program Year 2019-20

3. A Single Set of Learning Objectives – The single set of learning objectives should identify specific content from the IELCE/IET components (i.e. Adult Literacy (ESL), Workforce Preparation, and Workforce Training) that is organized to function cooperatively. List representative objectives that demonstrate the scope of the English language support for the specific workforce training course.

Part A – (Qualitative)

  • Describe recruitment and support of students (e.g. counseling, navigation, etc.) in the IELCE/IET Program
  • Describe the collaboration among staff of the IELCE/IET components (i.e. Adult Literacy (ESL), Workforce Preparation and Workforce Training) to develop, implement and continuously improve the learning objectives and contextualized instruction.

Part B – (Quantitative)

  • Describe how your agency tracks attendance in the IELCE/IET program within your agency?
  • If your IELCE/IET program partnered with another agency or agencies, describe how attendance was tracked.

6. A table indicating and describing how the IELCE program will change in 2020-2021 and beyond. Specifically, what will change or be discontinued, or additional or new pathways and training programs.

Note: Only agencies that received Section 243 IELCE funding need to complete a WIOA IELCE Plan.

IELCE Plan Helpful Information:

Your agency’s 19-20 IELCE Plan should describe what your agency has implemented/will implement from July 1, 2019 to June 30, 2020. Please write in the comments section of the IET components any changes that happened because of our state of emergency, e.g. moved to distance learning, classes cancelled as of (date), etc.

  1. For optimum use of the online IELCE Plan, use the Chrome Browser.
  2. 2019-20 Plan: If you cannot see all the page content such as the comments section or “save” button in the IET Components section, change the settings on your computer to view at a lower percentage e.g. change 150% to 100%.
  3. 2018-19 Plan and Review: You must log in to see and access both the View Plan and View Review links.
