CASAS Assessments Approved for WIOA/NRS

CASAS is proud to have a wide variety of assessments approved for Measuring Educational Gains (MSGs) for Workforce Innovations Opportunity Act (WIOA) funded agencies. These tests also meet the requirements for reporting in the National Reporting System (NRS) for Adult Education for both ABE and ESL programs.

• Note: Locator and Appraisal tests – used to determine the appropriate pretest level – do not require approval. Locator/appraisal test results are not used for NRS reporting.

Latest Approvals (2025)

• The May 8, 2025 Federal Register includes the announcement of the Reading GOALS 2 series approved for NRS reporting. It also announces the new dates when current test series expire.

Recent Extensions (2024)

• The March 18, 2024, Federal Register extends the use of all tests approved for ESL to June 30, 2025.

Corrections and Updates (2023)

• The Federal Register August 24, 2023 includes a correction for CASAS Math GOALS 2.
• The Federal Register July 13, 2023 includes the announcement of the new test series approved for NRS reporting. It also announces the new dates when current test series expire.

Historical Notices (2022)

• The September 23, 2022, Federal Register combines all the current information published to date in one place. The notice also announces the extension of approval periods for certain tests. 

The tables below illustrate which CASAS assessments are approved to measure learning gains for WIOA and NRS reporting purposes. The assessments cover all NRS Educational Functioning Levels (EFLs).
